A rating is two jobs that usually get built separately: taking one from a person, which has to be quick enough that they bother, and showing the average back, which has to carry how many opinions are behind it. A score with no count is worth very little, and most builds leave the count out. Stores, marketplaces, feedback flows, and support surveys all need both halves. Plain HTML and CSS, no libraries and no build step.

Should a rating show how many people rated?
Always. A score of 4.7 from six ratings and a score of 4.7 from six hundred are different claims, and hiding the count makes the number read as marketing.
How many stars should a scale have?
Five. It is the scale people already understand, and the moment you change it you are asking someone to learn something to leave feedback.
